Why

This answers Platform's decision-ack nudge (2026-05-31-platform-adr-0023-decision-ack-nudge). ADR-0023 names Finance among its acknowledgers and Revenue's proposal asked the six peer domains for acknowledgment, but Finance never filed its formal ack on the thread. Finance's underlying work landed early (Finance was named in the first 3-of-8 satisfied set), so this closes the on-record gap.

What

Finance endorses the five-decision shape as filed. The decision Finance most wants to affirm is Decision 1: each domain workspace's spaces.json mounts its own coordination clone rather than the shared one, which is what gives file-side memo and ADR work real .git isolation per ADR-0021 Decision 2.
