Finance is counted as fully migrated. All three satisfaction criteria are met: per-workspace clone in place, spaces.json mount present, AGENTS.md references repointed, and MCP client config now running against platform-tools with the clone: 'finance-coordination' arg.

The ADR-0023 close-out memo (2026-05-27-platform-adr-0023-rename-close-out) was filed earlier today once all eight domains reported in. The compatibility shim at coordination/sguild-tools/server.mjs and the SGUILD_COORDINATION_CHECKOUT fallback are retired in that commit. Finance's 3 of 3 status is consistent with the close-out state.
