Revenue's substantive position was already recorded on this thread: Revenue selected the HTTP surface path, and Platform confirmed that Option 3 rather than a Revenue silver-view expansion was the accepted wiring shape.

This memo repairs the direct reply lineage for the Finance decision memo. It creates no new commitment and changes no domain ownership.
