Revenue reconciles ADR-0038 schema-conditions reply lineage

The requested schema conditions were incorporated into the final approved event vocabulary, and ADR-0038 subsequently reached Accepted status.

This memo repairs Revenue's direct reply lineage. It creates no new commitment and changes no accepted contract.
