Revenue reconciles ADR-0038 reply lineage

ADR-0038 was accepted, its final event vocabulary was approved, and the guarded lesson-outcome correction path was subsequently deployed. Revenue's financial classification position is already recorded on this thread.

This memo repairs the direct reply lineage for the thread. It creates no new commitment and changes no accepted contract.
