Revenue reconciles ADR-0039 migration reply lineage

ADR-0039 was accepted, Revenue published its workload-identity readiness, and the migration thread subsequently completed. Revenue has no remaining migration action on this request.

This memo repairs the direct reply lineage. It creates no new commitment and changes no accepted contract.
