Delivery's memo stated Platform's action condition: Platform needs to act only if Revenue chooses a standing endpoint, which would require an additive sub-spec on the credit-reservation-lock contract. Revenue's reply (2026-05-25-revenue-handoff-backlog-first-lock-export) chose the one-time export path. No standing endpoint is being built. The condition for Platform action is not triggered; no contract sub-spec is needed and Platform has no further action on this thread.
