Delivery handoff-context consumer work is now actionable after lead-lifecycle v1.2.0 publication

Platform's lead-lifecycle v1.2.0 publication clears the contract:lead-lifecycle@v1.2.0 gate on Delivery's consumer commitment in 2026-05-19-delivery-handoff-context-consumer-ack.

Delivery has flipped that commitment from conditional to pending and removed the structured gate. The Delivery implementation work is now actionable against lead.handoff.context.recorded v1 as published.
